I think part of the reason that no one is reacting is that it's so unlikely that someone would commit a crime like that so openly in front of everyone. Most probably assume that whatever's going on is legitimate.

@Christian "petrol" is short for petroleum, which is just crude oil fresh out of the ground. Gasoline, or "gas," is the refined version of crude oil that we put in cars. So, technically, we Americans are more right than you are

Psychologically it's because people think because there are so many people there, there is bound to be someone who will help. With that mentality no one ultimately helps thinking someone will do something. Sadly happens a a lot.
It's amazing how complacent people have become these days but this is no suprise when you can see a brutal attack on a bus or other crowded area and not one person is willing to help. Sad sad state we have come to as humans.
